Gerhart Distinguished Research Scholar at the School of Law, said Cleveland’s bank may be legally required to reimburse the city for nearly $100,000 in stolen check fraud, since banks must verify legitimacy before cashing. He noted Cleveland likely wasn’t negligent and that, ultimately, the thief would face civil and criminal liability.
