Signal Cleveland: Rob Fischer, the Grace Longwell Coyle Professor in Civil Society and director of the Center on Poverty and Community Development, said that smaller rentals make up the bulk of the properties not on Cleveland’s rental registry, making it difficult to shed light on the city's "shadow" inventory.
Fischer noted how owners of larger properties are more successful at complying with the city’s paperwork rules. By contrast, the “fugitive properties” not on City Hall’s registry are largely smaller rentals of just one or two units, he said.
